A permanent residency allows individuals to live, work and study in Canada on a permanent basis. It is a significant step toward Canadian citizenship.
A permanent resident is someone who has been given permanent resident status by immigrating to Canada. The PR Card is official proof of your permanent resident status in Canada. As a permanent resident holder, you can access social benefits that Canadian citizens receive. It includes the path to Canadian citizenship, access to healthcare, education, and various welfare programs.
Eligibility
To be eligible for a PR Card, you must:
- Be a permanent resident of Canada.
- Be physically present in Canada.
- Meet the residency obligation.
- Not be under an effective removal order.
- Not be a Canadian citizen or a registered Indian under the Indian Act.
If you are outside Canada without a valid PR card, you must apply for a PRTD from a Visa Application Centre(VAC) to return to Canada. After you return to Canada, apply for your PR card as soon as possible to resume your residency.
You should only apply for a PR Card if:
- Your PR Card has expired or will expire within the next nine months.
- You haven't received your card within 180 days of immigrating to Canada.
- Your PR Card has been lost, stolen, or destroyed.
- You have legally changed your name and need to update your PR Card.
Time Lived in Canada
To maintain permanent resident status in Canada, you must have been physically present in Canada for at least 730 days (2 years) out of the last five years, or you must meet the residency obligation. This includes a provision where you can count each day you were outside Canada accompanying a Canadian citizen if they are your spouse, common-law partner, or parent if you are under 19 years old.
How to Apply
Follow these steps to apply for a permanent resident (PR) card.
Step 1: Get an Application package on the Immigration, Refugees and Citizenship Canada (IRCC) website.
The application package includes;

- Document Checklist (IMM 5644)
- Application for a Permanent Resident Card or Permanent Resident Travel Document (IMM 5444)
- Photograph Specifications for Permanent Resident Cards (PDF, 614.24 KB)
Step 2: Complete the application form accurately, ensuring all sections are filled correctly.
Step 3: Pay your PR card application fees. You must include your proof of payment with your application.
To pay your fees online, you must have access to
- a valid credit or debit card
- a printer ( you’ll need to print the receipt)
- a valid email address
Step 4: Submit the completed application and all the required documents by mail to the address provided on the form.
Step 5: Keep track of your application status online and promptly respond to any requests for additional information to ensure your application is processed in a timely manner.
Processing Time
The processing times for PR Card applications vary depending upon the type and the number of applications received. For new PR Card applications, the processing time is approximately 23 days, while renewing or replacing a PR Card takes around 59 days to process.
